Search Warrant and Major Case Investigation
This course is designed to teach police officers how to use search warrants as an effective tool in criminal investigations. Officers will learn how to articulate elements sufficient to establish probable cause, withstand suppression issues and decreasing potential for civil liability.
Writing search warrants can be very stressful for officers. This course will teach officers how to begin preparing search warrants in the early stages of an investigation. This preparation will help eliminate stress and allow officers to draft quick, detailed search warrants.
Officers will obtain training on utilizing information from confidential informants in search warrant preparations. This course will further explain the proper processes for signing up an informant, establishing their credibility and documentation in investigations.
Officers will be able to write thorough and flawless search warrants that can withstand the scrutiny of court proceedings. Upon completion of this course officers will be confident in their ability to prepare and safely execute professional search warrants.

Narcotics Major Case Investigation
This course is designed to teach police officers how to identify, investigate and successfully prosecute large scale drug trafficking cartel organizations. Prosecuting these investigations using conspiracy or criminal syndicate statutes are an extremely integral tool of dismantling cartels and will be discussed in detail.
This course will also focus on the use of informants to discover the inner workings of these organizations. Informants play a critical role in major case investigations and are the most valuable investigative tool for law enforcement. This course has been designed to inform officers how to infiltrate organizations with the use of informants and create solid conspiracy / criminal syndicate investigations.
This course will also focus on mobile / electronic surveillance and the use of search warrants and consents. Officers will also learn how to investigate phone records and create detailed case files that can withstand the scrutiny of court proceedings.

Covert Surveillance
This course is designed to teach law enforcement different stationary and mobile covert surveillance techniques. Officers will learn the different types of equipment used to conduct surveillance and how to create a surveillance operations plan. The course will also provide officers the skills to conduct daytime and nighttime surveillance.
Officers will learn how to write search warrants for GPS trackers and cellular pings which is currently the most valuable investigative tools for law enforcement.
This course has an extensive surveillance practical for officers. The practical includes writing a search warrant for a GPS tracker and the installation of a GPS tracker. Officers will then conduct daytime and nighttime surveillance. The practical includes surveillance with and without the use of a GPS tracker. This practical has been created to emulate real life law enforcement investigations that include foot, vehicle, day, night, and GPS scenarios.

Major Mike Halbleib
Michael Halbleib is currently a Detective with the Bardstown Police Department Narcotics Unit. Michael began his career with the Louisville Police Department in 1992. He was soon promoted to Detective with the Metro Narcotics Major Case Unit. He investigated numerous major case narcotic trafficking organizations and assisted in the prosecution and conviction of several criminal syndicates / conspiracies. Michael was awarded the Louisville Police Officer of the Year in 2000 while in the major case narcotics unit. He was a Field Training Officer and spent 5 years with the Homicide Unit and SWAT. Michael has been teaching in the field of narcotics for the community, police in-service classes and recruit classes for 22 years. Michael was the Commander of the Bullitt County Sheriff's Office Narcotic Unit for 9 years. The unit focused on major case cartel investigations.
Michael was also awarded the Executive Merit Award, the Jefferson County Judge Executive’s Merit Award and nominated for the 2009 & 2010 Bluecoat’s Officer of the Year. He is also a certified police instructor with the Kentucky Law Enforcement Council and an expert witness for the Jefferson and Bullitt County Commonwealth Attorney’s Offices.
